Cabinet shouldn't run its own quant team. The Kobow Distribution Engine — the same model already powering paper W3/W5 and iLottery deal pools — extends to cabinet with three parameter swaps: denom ladder shifted up, hit frequency softened for longer sessions, jackpot tier topology rebuilt around the cabinet's progressive infrastructure. The validation locks (RTP envelope, byte-stable PRNG, audit trail) stay identical, so the same cert pack works across all four products.
